Soviet Tatar poet. A member of the All-Union Communist Party of Bolsheviks since 1943. Participant of the Great Patriotic War. 
Was born on December 4, 1911, in the village of Kulle-Kimi (now the administrative centre of the municipality "rural settlement Kulle-Kimi", Atninsk district, Republic of Tatarstan) in a poor peasant family. In 1931, he studied at the Workers' Faculty in Kazan, then entered the Kazan Pedagogical Institute, from which he graduated in 1937.
Conscripted to the Red Army in 1941, from May 1942 a member of the fighting. For services in combat, Lieutenant Hakimov was awarded the order of the Red Star in August, 1943rd shooting regiment, 375th shooting division.
In 1963-1967 he was a member of the Presidium of the Supreme Soviet of the Tatar ASSR. In 1965 he became secretary of the RSFSR Writers' Union.
